SPORTS ACT - 1976 (SMCD 54)

    Section - 42 - Commissioner to make Regulations.

    (1) The Commissioner may by legislative instrument, make such regulations as appear to him to be expedient for the purpose of giving full effect to the principles contained in this Decree.

    (2) Without prejudice to the generality of subsection (1) of this section, regulations made thereunder may-

    (a) make provision relating to the establishment, composition and functions of sports associations, whether National, Regional or District and whether amateur or professional, and may make different provisions for different associations;

    (b) provide for the take-over and management by the National Council temporarily of the affairs of any sports association for the purpose of ensuring efficient and proper management of the affairs of the association;

    (c) provide for the issue of licences in respect of any matter relating to sports and provide for fees to be charged in relation to such licences;

    (d) require the maintenance of a depreciation fund or staff welfare fund or both;

    (e) provide for the establishment of a welfare fund for sportsmen or sportswomen or any group of them, and provide for the provision of moneys for such fund including, if the Commissioner thinks fit, the payment into it of a percentage of the gate takings of any particular sport, and

    (f) prescribe as a penalty for the infringement of any provision of the regulations a fine not exceeding c2,000.00 or a term of imprisonment not exceeding twelve months or both.
