    Section - 31 - Functions of Chief Administrative Officer.

    (1) Except at any time when he is acting as Executive Chairman and Chief Executive in place of the substantive holder of these posts, the Chief Administrative Officer shall act as Secretary to the National Council and the Assembly.

    (2) As Secretary he shall, subject to the directions of the National Council or the Assembly as the case may be, arrange the business for and cause to be recorded and kept minutes of all meetings of the National Council or the Assembly as the case may be.

    (3) The minutes of the National Council and the minutes of the Assembly shall each be recorded and kept separately in a register and signed by the person presiding at the meeting in respect of which the minutes were recorded.

    (4) As Secretary the Chief Administrative Officer shall also perform such functions as the National Council and the Assembly may direct or as the Chief Executive may by writing direct and shall be assisted in his functions under this section by such employees of the National Council as the Chief Executive may direct.
